Do consider that any fan has a magnet field for the motor to work and this will/may impact the integrated gyro sensor in the hat.
Raising the hat with a 40pin distancer is the solution I have choosen, it also enables to mount a larger heatsink.
So far I have not found a good reason to upgrade to raspi 4, a raspi 3B+ seems to offer plenty of power but with buster things may change.
