sdr decoding program

Now we are using 'rtl_fm' for receiving and piping this into 'aisdecoder' for decoding ais signals. 
Maybe we could change this by using rtl-ais.
Advantage: rtl-ais is receiving and decoding both AIS frequencies simultane.

RooieDirk pulled the necessary code to add rtl-ais to openplotter code: https://github.com/sailoog/openplotter/pull/216
It needs some changes but it works.
