Hello, everybody, 
It is only a small bug (flaw). 
The letters "Ä,Ö,Ü" are only displayed correctly in German if the OS is set to English. 
If the OS is set to German, the letters are displayed incorrectly.

When you go to "Raspberry Pi Configuration" "Localisation" "Set Locale..." and change Language and Country to German, the Character Set will be switched automatically to ISO-8859-1 switch it to UTF-8. Then everything is fine.
