Mercury 40hp 2-stroke 1975 orange wire question?

hi, just finishing up the re-wire of my old mercury 40hp 2-stroke 1975 402 model, ran a test on the orange wire and getting around 8 volts while the key is in the on position? and 0 volts at key off pos? i cant work out if this is supposed to happen or not? i figured that it needed more research before i connect the new switch box?? can anyone help!!!

That tells me how much voltage should be on the orange wire?? looks like a wire diagram to me??

I don't think so, not least because that wiring diagram does not appear to include an orange wire.
