You should create a desktop short cut by:
cp /home/pi/.config/openplotter/Network/wlan0_restart.desktop /home/pi/.desktop
country
Have you setup the wifi country in "menu->preferences->Raspberry Pi Configuration" page "Localisation" button "Set WiFi Country"?
