Now that rpi CM4 is out there are new possibilities.
This board looks like a good start to redesign it and convert in to specialized boat IO board for CM4

something like a combo of MCS board, autopilot, and Moitessier Hat
They wave design fees currently if you design a board using their toolkit which is quite interesting:

I do not have expertise in board designs but I hope someone will be able to build specialized boat board to support autopilot and chart plotter on Linux.
If there is dedicated hardware board I could customize this Linux distro to support it:
