The UKHO is finishing supply of paper charts which is an issue for commercial vessels (which are "coded" by the UK Maritime and Coastguard Agency). This includes all small vessels used for fishing, sail and powerboat training and boats used for tourist trips. Quite a large number of vessels.

Part of the coding is that the vessel either carries paper charts or, for vessels under 24m, a miniECDIS electronic chart system.

mini-ECDIS is a subset of the ECDIS requirements initially written by the Sea Fishing industry: https://www.mini-ecdis.org.uk/Mini_ECDIS_Final_v1.1.pdf

There are other suppliers of paper charts, such as Imray, SHOM and NV Verlag, but these don't provide the in-depth coverage of the entire coastline.

There is a chance that the MCA will reduce the requirements slightly, but most are expecting the need for a mini-ECDIS like system.

Would it be possible to create a miniECDIS setting like the inlandECDIS system? Hopefully, if this would help mitigate the problem, then there would be some developers interested in giving time to help.

That is possible because requirements are not very hard and the charts are often free but mini and ECDIS systems requirements are more demanding. These systems would need S63 charts and OpenCPN is ready for that but the price is insane. The S63 and non-ECDIS charts distributed by UKHO have the same source and content, so I guess this is a matter of complex bureaucracy.
