I get with a fresh OP3 64bit an error: o-charts API error code: {57} when trying to refresh the chart list in OpenCPN o-charts.

That is a known bug in the o-charts plugin. To fix that you need to set OpenCPN language the same as your systemn language including variations, for example if your system is set in fr_FR language, opencpn must be set in fr_FR language because fr_BE or any other will not work.
This issue has been already reported but devs are busy right now.
