I have backported Upstream of librtlsdr for Debian Bookworm. Now it is possible to use RTL-SDR Blog v4.
For anybody, who are interesting to test/try, activate "bookworm-preview" repository

deb [signed-by=/usr/share/keyrings/oss.boating.gpg] https://www.free-x.de/deb4op bookworm-preview main

Then

sudo apt update
sudo apt upgrade
