Can't install Grafana plugins

[EDIT:  I uninstalled Grafana from the Openplotter dashboard, rebooted then reinstalled Grafana.  All my settings, including admin account and dashboards had been retained and, surprisingly the plugins now show as installed and work as expected.]

I have a new OpenPlotter 4 install on a RPi4 with SignalK, InfluxDb and Grafana running.
The system was ported from an Openplotter 3 install and the InfluxDb data was backed up and restored.  Grafana dashboards were saved (as json) from the old system and imported to the new one.

I use two Grafana panel plugins (operato-windrose and volkovlabs-echarts) which were installed using CLI and this reported that the installation was successful.  I can see these plugins in /var/lib/grafana/plugins.

All works ok except the two Grafana plugins. The dashboard that uses these plugins shows "Panel plugin not found".

If I try to install these (or ant other plugins) from the Grafana UI, I get "Failed to install plugin".

Can anyone assist getting more information about why these have failed to install correctly?
