I don't quite get what is going on but yes that releases ttyAMA0 and the GPS HAT appears there. I change my serial port in the NMEA 0183 tab of OP to ttyAMA0 and I have the serial port available after a reboot. All good.
But I guess openplotter needs to test for RPi 3 and sort that out on install otherwise people are going to have trouble.
