I think your best approach would be to put the PI and associated stuff below decks, then use WiFi to connect to an on-deck display. The advantage to this is that you can choose whatever works best in your situation, and use WiFi to connect it to Openplotter. An Android tablet that is in a waterproof case, or perhaps an IP-67 rated device. Why Android? You can load an Android version of OpenCPN on it and use Openplotter as your data source and/or you can use VNC for a direct connection with OpenPlotter.

I have a Samsung tablet mounted at my nav station and an Asus tablet that I can carry around the boat, and mount on the steering pedestal when I need it. It's not waterproof, but it is portable enough that if things get really wet I can just put it below deck.
