OpenCPN plugin installation

I think OpenPlotter just need to install ALL OpenCPN plugins available by default.
They might not be enabled all but I'd love to have them all after the installation.

Even with charts it can be done better. Based on used selected timezone could it preinstall
available charts? In US there are NOAA ones.

I know most of OpenPlotter developers are in Europe, but it could work nicer for US.
