Change IP range on OpenPlotter 2.0 Networking

I needed a different IP range on OpenPlotter 2.0, so this branch configures everything to 192.168.0.X range.

I'd like to see configuration UI for this functionality in the Master branch (IP Range, DNS Config), but until then you can clone, build and install this branch on your OpenPlotter. (you may need `python3-all` and `debhelper` packages installed to build)

No easy way to change ip range on a working install? Config file? Script? Command line?.

I have a lot of time spent on this setup, want to avoid starting from scratch...
