Help: dhcpcd.conf locked

Along side my other post regarding the Radar plugin.
I am trying to investigate if the network configuration is blocking communications with the radar.
I am getting config errors upon opening the networking options, telling me that the dhcpcd.conf file is not writable!
From terminal I can edit, rename etc using SUDO, but, it fails from the interface. Permissions seem to be set to Root.
Surely, the default 'PI' user does have root access via the interface.
I have tried a clean install, but, it's occurring again.
I'm no Linux expert and this is totally baffling me.
