new opencpn and pypilot plugin

unfortunately you need to build from source. I wanted to offer both pypilot 0.9 and 0.22 in opencpn 5.2 but this requires backporting things.

I'm hoping to release a beta pypilot image 0.22 really soon with many improvements.

Are you planning on releasing a new image of tinypilot with pypilot 0.22? Or should we upgrade pypilot via the git?

Today, I am using the stock version of tinypilot with pypilot 0.12 which seems to run smoothly, so I don't know if I should upgrade?

I do want to use OpenCPN eventually for the calibration, even if today with all default gain seems to be working pretty well already ...
