Desparate to get RPI 4 to save settings

I have tried repeatedly to get RPI 4 running openplotter to save the configuartion settings.
Every time I power down, and after have spent hours setting up sensors, AIS rtl sdr. signal k, serial, I2C, alll setups are completely wiped out. Nothing gets saved.
Either a setup requires reboot to complete it, or I simply have to shut down overnight, on reboot I have to reestablish all settings.

Is there no way to save settings beforeĀ  powering down????????????????????

Very fraustrated trying to upgrade to rpi after years running arduino autopilot and seaclear chartplotter. I must be missing something here but I have printed out everything I can find on the docs

that is really strange, has your SD card some kind of write protection? are you using the official OP images? have you tested another SD card?
