Tracking Whales

I'm a new member.  I live near Vancouver Canada.  We have a cottage on the water and often see Orcas and Humpbacks.  Unfortunately two juvenile humpbacks have been killed in the last two weeks from strikes from large vessels.  Which got me to wondering if the AES used on vessels could be modified to not only track but alert vessels that a whale is in there vicinity.   
As the animals are large the AES transponder wouldn't have to be super small. Maybe this has already been done, but I find no mention of it on line.    
Thoughts?
