perfer NTP over GPS in certain conditions

Suggestion: When GPS does not get a fix, use NTP instead of GPS as a time source.

I just ran some tests on a Raspi in my basement. A GPS receiver was plugged in bot did not get a fix. But it just received just enough data garbage to set the system clock to random dates. That lead to a very interesting behavior while trying to record data from a I2C battery sensor to influxdb.

It should already work that way if you check "NTP Server" in openplotter-settings but you must be connected to internet.
