Sean said it could be hardware or software and it turned out to be a bit of both, I bought two A2231 optocouplers and one was only working on one channel so that was easily sorted.
Also I had a Rpi4 so I loaded openplotter on it and then tried to set that up to connect via serial data, I still only have a vague idea of the serial connections on openplotter and once created I don't seem to be able to clear them but as 'Ironman' suggested-try starting over again and it worked....
One thing I've never seen written is that you don't need the +V supply from the Rpi4 for the serial connection to work, the optocoupler works from the Arduino 5V supply.
I hope that may help someone else like me possibly.
Also I found out that opencpn works so much better (quicker) from openplotter than my windows tablet....all I need is a waterproof 1000 nit screen now....
