doesn't start on DC - DC source

I have a raspberry pi 4 in an Argon ONE M.2 case with SSD expansion and running version 3.4.7-stable. The problem is that it doesn't start when I plug the Sailor Hat with ESP32 http://docs.hatlabs.fi/sh-esp32/ into the USB. This only occurs when it is being powered by a DC - DC source. I'm pretty sure the problem is that the source doesn't offer os 3a, however I don't know how to solve it. Anyone like any tips?
