I have a raspberry 4 with 8gb and I have the same error start4.elf is not compatible

I tried openplotter v3, It works fine!.. but I cant install GPIO and SDR apps. do you know when they will be available?

In the mean time, it is possible to install openplotter v2 in raspberry pi 4 8gb?

That start4.elf error affects only some Raspberry units (new ones I think), so I am afraid you can not.
