OpenCPN is already certified as inlandECDIS: https://opencpn.org/wiki/dokuwiki/doku.p...land_ecdis

That is possible because requirements are not very hard and the charts are often free but mini and ECDIS systems requirements are more demanding. These systems would need S63 charts and OpenCPN is ready for that but the price is insane. The S63 and non-ECDIS charts distributed by UKHO have the same source and content, so I guess this is a matter of complex bureaucracy.
